Operational Definitions
The number of persons enrolled in elderly institutions provided by Social Welfare Department or Non-governmental Organizations as percentage of persons aged 60 and over, based on mid-year estimate of population. Institutions that are counted towards the figures include Hostel for the Elderly, Home for the Aged, Care and Attention Home and Nursing Home.

With effect from 1 January 2003, the Social Welfare Department has ceased to accept new application for placement in Hostels for the Elderly and Homes for the Aged. Starting from March 2006, all places in Hostels for the Elderly and Homes for the Aged are gradually phased out and converted into Care and Attention places providing continuum of care.
