Operational Definitions

The number of public meetings including notified public meetings, public processions approved, notified public procession, non-notifiable public meetings and non-notifiable public processions. Figures for non-notifiable public meetings and non-notifiable public processions are fist maintained since December 1997.

Remarks: There is no legal definition of 'demonstration' in the Public Order Ordinance (POO) Cap.245. On the contrary, the definitions of 'Public Meeting' and 'Public Procession' have been stipulated in S.2 of POO. S. 7 of the POO requires meetings of more than 50 persons in public or more than 500 persons in private to be notified. S. 13 of the POO requires that processions of more than 30 persons must be notified and the Commissioner must in turn notify the organiser that he has, or has not, any objections. The figures opposite include public meetings and public processions both notifiable and non-notifiable.
