Operational Definitions

The number of active cases as at July 1983, which is extracted from the Study on Child Abuse conducted by the Research and Statistics Unit of Social Welfare Department, is used as a proxy for 1981. It includes cases handled by the CPSU, Family Service Centres and the Probation Offices of the Social Welfare Department. refer to abusers as parent, family member, step-parent, adoptive parent, relative, caregiver. Abusers as teacher, unrelated person, co-tenant and unidentified person are not counted (SWD 10/26/71, dated 30 Sep 2003).

All figures are collected from Social Welfare Department since 1981.
Figure for 1981 is not available, since the Child Protection Services Unit (CPSU) had not set up until 1983.
It is noted that the 2003 source is different from Code 29.7, which is based on no. of reported child abuse cases (Family & Child Welfare Section of SWD).
